Summary

This study is a joint undertaking of the Sustainable Energy Authority Victoria, the Victorian Office of Gas Safety, the Australian Greenhouse Office and the former national Energy Management Task Force (EMTF). (EMTF's responsibilities for the national appliance labelling and MEPS program have now been taken over by the Energy Efficiency and Greenhouse Working Group). It is a study for government, designed to assess issues related to regulating energy efficiency for gas appliances, including water heaters, space and central heaters and cookers.

The broad objective of this study was to assess the appropriateness of the development and application of minimum energy performance standards (MEPS) for domestic gas appliances. Further, the study was to investigate and report on the effectiveness of the current gas labelling scheme and the potential for amendment to generate greater incentive for the provision of more energy efficient appliances. The purpose of this scoping study was to develop a comprehensive assessment of firstly whether any government action is necessary and if so, to recommend the most appropriate course of action and report on the implications of any action.

This version of the report includes comments and a response on the report from the Australian Gas Association and the Gas Appliance Manufacturers' Association of Australia.
