Summary

This is a regulatory impact statement for proposed changes to minimum energy performance standards (MEPS) for airconditioners falling within the scope of the joint Australian New Zealand Standard AS/NZS 3823. The proposal would substantially complete NAEEEP's strategy for airconditioners, which includes energy labelling, alignment of Australia's testing arrangements with international test procedures, upgrading of registration and associated product databases, and MEPS. Energy labelling has been mandatory since 1987 and MEPS for 3 phase units has applied since October 2001.


The RIS considers a range of options including various MEPS regimes, voluntary programs, levys and other program measures. The RIS recommends that:
