Summary

This report was prepared in May 2006 by Syneca Consulting, for the Equipment Energy Efficiency Committee (E3 Committee).

Standby energy is the energy consumed by a dishwasher or clothes washer that is not performing its primary function, which is to wash dishes or clothes. In standby mode, the machine is waiting for the user to either initiate the washing cycle or unload the machine and switch off at the end of the cycle.

This is a regulatory impact statement addressing a proposal to include the energy used in standby modes in the testing protocols that are used to determine the efficiency ratings (stars) shown on energy labels. A revised Standard has been prepared and would be given legal effect under State and Territory legislation.

The proposal is an element of the Equipment Energy Efficiency program (E3 program), which is part of the National Greenhouse Strategy and is jointly managed and funded by the Commonwealth, State and Territory governments.
