Preface from AS/NZS62087.2.2(Int)-2009: Power consumption of audio, video and related equipment, Part 2.2: Minimum energy performance standards (MEPS) and energy rating label requirements for television sets

The following text has been provided courtesy of Standards Australia and has been slightly modified to reflect the actual status of AS/NZS 62087.1(Int):2009 and AS/NZS 62087(Int):2009.

This Interim Standard was prepared by the Joint Standards Australia/Standards New Zealand Technical Committee TE-001-09, Safety of Electronic Equipment.

The objective of this Interim Standard is to provide designers, manufacturers, importers, test laboratories, regulators and users of mains-operated television sets with minimum energy performance standards (MEPS) and energy rating label requirements for these devices.

In Australia, the labelling and MEPS requirements set out in this Interim Standard are intended to be in force no earlier than 1 October 2009. Television sets that do not comply with the requirements of this Interim Standard will be deemed non-compliant and may not be permitted to be sold in Australia beyond the effective date.

MEPS are implemented in two tiers. Tier 1 MEPS will apply to all television sets imported into Australia on or after 1 October 2009. Tier 2 MEPS will apply to all television sets imported into Australia on or after 1 October 2012.

This Interim Standard was prepared in response to the publication in 2008 of a plan for the regulation of television sets formulated by the Equipment Energy Efficiency Committee. It is published with the approval of Australian and New Zealand regulatory authorities and is structured to be suitable for reference in regulations. It refers to AS/NZS 62087.1(Int):2009 for test procedures.

Standards Australia/Standards New Zealand invite comments on this Interim Standard from persons and organizations concerned with this subject. The closing date for comment on this Interim Standard is four months after publication, which expired on the 28th August 2009.. After the closing date for comment, the committee will review this Interim Standard in the light of public comment received with the intention of publishing a Joint Australian/New Zealand Standard shortly after the closing date. This process has now begun for AS/NZS 62087 (Int):2009 and AS/NZS 62087.2.2 (Int):2009. Although the expiry date of this Interim Standard is 2 years after publication, it will be withdrawn on publication of the Joint Australian/New Zealand Standard.

Attention is drawn to the fact that this document is an Interim Joint Australian/New Zealand Standard only and should be regarded as a developmental Standard and liable to future alteration.

The terms ‘normative’ and ‘informative’ are used in this Interim Standard to define the application of the appendix to which they apply.

A normative appendix is an integral part of a Standard, whereas an informative appendix is only for information and guidance.

Statements expressed in mandatory terms in notes to figures are deemed to be requirements of this Interim Standard. ‘Shall’ indicates that a requirement is mandatory, while ‘should’ indicates a recommendation.
