Register now before new incandescent determination starts

New requirements for incandescent lamps come into effect on 4 October 2025.

The new Greenhouse and Energy Minimum Standards (Incandescent Lamps for General Lighting Services) Determination 2024 replaces the 2016 incandescent determination, which will be repealed on 4 October 2025.

All incandescent lamp models sold or supplied from 4 October 2025 must meet the 2024 determination requirements, unless grandfathering arrangements apply.

If you have an existing registration, you should check if it is affected by the new determination. You can find this information in Schedule 1 of the 2024 determination. 

Affected registrations

An incandescent model previously registered under the 2016 incandescent determination, which does not meet the requirements in the 2024 incandescent determination, will no longer be permitted to be sold or supplied from 4 October.

This includes a range of mains voltage directional incandescent lamps brought into the scope of the 2024 incandescent determination. Product classes are based on cap type and if the lamp is mains or extra low voltage — not on wattage or shape.

The 2024 incandescent determination sets out limited grandfathering arrangements for existing stock already imported or manufactured. 

Stock already imported into or manufactured in Australia prior to 3 October 2025 may be grandfathered and supplied to the market until 3 October 2030, provided they meet the grandfathering provisions under the Act.

Suppliers of incandescent lamps should seek their own legal advice on whether they meet the grandfathering requirements in the Act.

All other registrations

If your registration is not listed as affected by the determination, GEMS will move your registration across to be registered against the new determination on or before 4 October 2025. You won’t need to do anything, and your registration will retain its remaining period of registration.

Registrants must ensure the Authorising Officer on their account remains up-to-date. If you haven’t recently checked this information, do so now.

To register a new model that meets the 2024 determination requirements, suppliers should use the Energy Rating Product Registration system.
