Register light emitting diode lamps to sell them in Australia
Suppliers, manufacturers and retailers of light emitting diode (LED) lamps must register models covered by the Greenhouse and Energy Minimum Standards (LED Lamps) Determination 2025. Entities cannot sell models covered by the determination from 3 March 2026, unless the models are registered with the GEMS Regulator or can meet grandfathering provisions under the Greenhouse and Energy Minimum Standards Act 2012 (GEMS Act).
To register LED lamp models, you need to apply through the Energy Rating Product Registration system.
Before applying, consider:
- if your model must be registered
- if your model meets the minimum energy performance standards and other requirements
- whether you want to register single models, a standard family of up to 100 models with similar technical characteristics, and/or a special purpose family of up to 10 models with the same product class but different technical characteristics
- test reports. Testing must align with the standards and requirements outlined in the determination and can be conducted in-house or externally. You must have a test report for each model you register, and each test report must be accessible and made available to the GEMS Regulator upon request
- the $440 registration fee that applies to each single or family application.
If your model needs to be registered but can’t meet the requirements, you may be able to sell your remaining stock if it meets all the requirements for grandfathering under the GEMS Act. One of the key grandfathering requirements is that your stock must be imported into or manufactured in Australia before 3 March 2026. You cannot sell any unregistered stock that is imported or manufactured after this date.
Once LED lamp models are registered by suppliers, data on their performance will be available in the Energy Rating Registration Database. The database allows purchasers, such as hospitality businesses and consumers, to identify energy-efficient models that could help reduce their energy bills.
Save the date!
To support entities who need to register, we will hold a webinar on Thursday 26 February 2026: 3-4pm AEDT which will cover:
- the scope of products covered by the determination
- which test standards are required to be used under the determination
- tips for editing your applicant account, including how to add manufacturers, laboratories (labs), and product brands
- a demonstration of how to complete the registration form.
